Provide them with a substrate. Even if it is just a fine layer in a corner of sand this should do it. I've read larvae need a substrate to spin cocoons.

Recently I've noticed the workers putting shredded cotton wool on top of the larvae, perhaps as this is the only medium available to them? Anyway have placed a pile of sand in the tub for them now, hopefully they'll use it.

Don't allow it to be deep enough for them to dig though
